What this rule checks
Explanation
Every invoice must contain at least one Invoice line (BG-25) — a line item describing what is being billed. An invoice with only header totals and no line items is not structurally valid.
How to fix it
Add at least one invoice line group (UBL: cac:InvoiceLine under Invoice; CII: ram:IncludedSupplyChainTradeLineItem under SupplyChainTradeTransaction) with its required line-level fields (ID, quantity, net amount, item description).
